Subject: - 7th CPC pension Revision: regarding

A reference is invited to CPAO/IT&Tech/Revision(7th CPC)/19.Vol-III/2016-l7/37 dt. 25/05/2016 regarding revision of pension under 7th CPC forwarding prescribed format of SSA for pre-2016 cases to be issued by PAOs.

As per format various financial & non- financial details of the pensioners were required to be provided by the PAOs while revising the pension under 7th CPC such as basic pension, revised pension, last pay drawn, PAN No., Aadhaar No. etc.  After issue of this OM various offices raised some doubts regarding essentiality of providing Aadhaar number and PAN Number.

In view of the doubts raised, it is clarified that no field in the format is mandatory except those which are required to process the pension case.

Therefore, while it is advisable to provide Aadhaar number and PAN number of the Pensioners wherever available for better quality of database, no case for 7th CPC pension revisions should be delayed for want of Aadhaar number and PAN number of the pensioners.

This issues with the approval of the competent authority.

Subject: Implementation of Government’s decisions on the recommendations of the 7th Pay Commission – Revision of Pension of pre-2016 pensioners/family pensioners etc Procedural actions for revision

This Department had issued orders for implementation of recommendations of 7th CPC for revision of pension of pre-2016 pensioners/ family pensioners, vide this Department’s O.Ms mentioned below:

(i) O.M No.38/37/2016-P&PW(A) dated 12.05.2017
(ii) O.M No.38/37/2016-P&PW(A) dated 06.07.2017

2. This Department vide O.M. of even No. dated 25.07.2017 has also emphasised upon all Ministries/Departments etc. to suo-moto proceed to process the revision cases immediately to avoid delays in issuance of revised PPOs of pre-2016 retirees and also send the status of revised cases as on 16.08.2017 in the prescribed proforma so as to reach this Department latest by 31.08.2017.

3. However, it has again come to the notice of this Department that some Ministries/ Departments/Organizations are seeking applications from pre-2016 pensioners/ family pensioners for revision of their pension or asking these pensioners to provide additional information/ documents including PPO, proof of date of birth, date of retirement, name of bank and address etc for the purpose of processing their cases for revision of pension.

4. The Ministries/Department are therefore requested to sensitise the officials dealing with pension cases to suo-moto process the pension revision cases of pre-2016 pensioners/family pensioners forthwith based on details available with Head of Office/PAOs without insisting submission of any additional information or documents from them.

7th Pay Commission Pension for Pre-2016 Pensioners to be revised without waiting for application from Pensioners

Subject: Implementation of Government’s decisions on the recommendations of the 7th Pay Commission-Revision of Pension of pre-2016 pensioners/family pensioners etc- Procedural actions for revision.
The undersigned is directed to say that orders for revision of pension of pro-2016 pensioners/family pensioners by notional pay fixation in the 7th Central Pay Commission Matrix have been issued vide this Department’s O.M. No.38/37/2016-P&PW(A) dated 12.05.2017 Subsequently, concordance tables for fixation of revised pay and pension/family pension of pre-2016 pensioners/family pensioners have also been circulated vide this Department’s O.M. No. 38/37/2016-P&PW(A) dated 06.07.2017.
2. Attention Of Ministries/Departments is invited to Para-18 of this Department’s O.M. No.38/37/2016-P&PW(A) dated 12/05/2017 whereby responsibility has been cast on Head of Department and Pay and Pay and Accounts Office attached to the office from which the Government servant had retired or was working last before his death to revise the pension/family pension of pre-2016 pensioners/family pensioners with effect from 01.01.2016
3. It has however, come to the notice of this Department that the process of revision of pension/family pension of pre-2016 pensioners/family pensioners has not been started by a large number of Ministries/Department/Organisations/Offices. It has also brought to the notice of this Department that pensioners/family pensioners are being asked to make a formal application for revision of their pension/family pensioners. The instructions issued by this Department do not provide for submission of application by individual pensioners/family pensioners for revision of pension/family pension Ministries/Departments, etc. are, therefore, once again requested to suo moto proceed to process the revision cases immediately to avoid delays in issuance of revised PPOs of pre-2016 retirees.
4. All the Ministries/Departments are also requested to furnish the status of revised cases as on 16-08-2017 in the enclosed proforma so as to reach this Department latest by 31-08-2017.

Sub: Online Appointment System for CGHs beneficiaries
For the convenience of CGHS beneficiaries and with an objective of reducing the waiting time at the Wellness Centers, CGHS is pleased to announce a new initiative of booking online appointments. Existing beneficiaries can now book an appointment for Medical Officer or Specialist consultation online. The steps involved in booking an appointment online are given below
Online Appointment by Beneficiary himself
1.      Visit the website: cghs.nic.in
2.      Click on the option "Book Appointment" available on RHS of the screen
3.      Enter beneficiary ID and click on "Generate OTP"'
4.      An OTP (one Time Password) will be sent on registered mobile no, of the beneficiary or to the main card holder's mobile if that is the only registered number'
5.      Enter OTP and click on "Proceed"'
6.       Beneficiary details are displayed on screen.  Click on proceed button if the details displayed on screen are correct otherwise click on "NOT YOU". In that case log in again and proceed as above.

7.      Select Specialty, Dispensary, Doctor as per your choice and click on "Proceed" button. A beneficiary can select a GDMO (General Duty Medical Officer) or a Specialist of any of the CGHS wellness centre for appointment'
8.      A calendar is displayed to choose a date that has the availability of appointment for the selected doctor. Select date for appointment'
9.      On selecting date, top of the screen shows the slot timings and the appointments available.  A beneficiary can choose the desired slot'
10.  Click on proceed to ‘’Book Appointment". one can go back and make changes by using the ‘Change the Specialty' button'
11.  On clicking the button "Proceed to Book Appointment"' beneficiary details and the appointment details are displayed on the screen for confirmation'
12.  Click on the option "confirm to Book Appointment", confirmation status page is displayed. One can print the confirmation slip, or book another appointment. System would also send an SMS to registered mobile number'
13.  Appointment for the GDMO can be taken within 72 hours of date of appointment whereas appointment for the Specialist can be taken within 1 month of date of appointment. Online appointment cannot be made for the same day/date. [This window period may change depending upon the decisions taken from time to time)
14.  If a self registered patient arrives at the indicative time slot and by that time his "Q" number has already passed, he will be called as very next patient, barring emergencies.  However, if the indicative time slot has passed beyond half an hour then he will have to get fresh registration from WC registration counter'
15.  If patient fails to turn up on appointed time thrice in a row the facility for him may be blocked for a month'
For walk in patients who directly visit the center without a prior; self booked appointment, the facility of online registration at the registration counter of Wellness Center is available'
The introduction of this facility may be given vide publicity by all Wellness Centres in charge.
