Sub: Grant of Dearness Relief to Central Government pensioners/family pensioners — Revised rate effective from 01.07.2018.

The undersigned is directed to refer to this Department’s OM No. 42/06/2018- P&PW(G) dated 22.03.2018 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief admissible to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 7°/o to 9% w.e.f 01.07.2018.

2. These rates of DR will be applicable to (i) Civilian Central Government Pensioners/Family Pensioners including Central Govt. absorbee pensioners in PSU/Autonomous Bodies in respect of whom orders have been issued vide this Department’s OM No. 4134/2002-P&PW(D) Vo1.11 dated 23.06.2017 for restoration of full pension after expiry of commutation period of 15 years (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners/family pensioners (v) Pensioners who are in receipt of provisional pension (vi) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government Pensioners from Burma/ Pakistan, in respect of whom orders have been issued vide this Department’s OM No. 23/3/2008-P&PW(B) dated 11.09.2017.

3. The payment of Dearness Relief involving a fraction of a rupee shall be rounded off to the next higher rupee.

4. Other provisions governing grant of DR in respect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department’s OM No. 45/73/97-P&PW (G) dated 2.7.1999 as amended vide this Department’s OM No. F.No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.

5. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.

6. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.

7. The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, II134-80-11 dated 23/04/1981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CGL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.

8. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.

9. This issues in accordance with Ministry of Finance, Department of Expenditure’s OM No. 1/2/2018-E.II(B) dated 07th Sept,2018.

Report on Eighth Annual General Body

The Eighth Annual General Body meeting of Karnataka IA& AD Pensioners' Association was held on 8 sept2018 at Rangamandira Eastern Quadrangle O/o The Accountant General (A&E), Bengaluru. The meeting commenced at 10.30 AM. Nearly 330 members attended the meeting. Shri HV Manjunath President of the Association presided over the meeting.  The meeting observed a minutes silence in memory of Atal Bihari Vajpayee former prime minister, Muthuvelu Karanunidhi former chief minister of Tamilnadu, Somanath Chaterjee former speaker of loksbha and members who had expired between last AGM and this meeting. The AGM completed the adoption of Annual Report, Accounts.  The following members were unanimously elected as Executive members for the years 2-18-19 and 2019-20: 1) Manjunath HV,   2) Ganesh Rao M, 3) Venkateshaiah S 4) Radhakrishna S 5) Nagarajan GP,   6) Ganesh H Patavardhan 7) Shailaja TK,8) Keshava Das, 9) Venkatesh MG, 10) Narasimha Murthy SG, 11) Gayathri MS.12) Jayaram MS 13) Krishna S,14) Rajendra Babu G  and 15)Krishna Prasad KN.  The meeting was converted to open session at 11.30 AM. The Chief Guest for Open Session was Ms. E.P. Nivedita, Pr. Accountant General (G&SSA).  Shri R. Naresh Accountant General (A&E), Dr. B.K Mukharjee Accountant General (E&RSA), Shri Chandramouli Sr.DAG (Administration), O/o The Pr. AG (G&SSA) and Ms. Priyanka Naik, DAG (Administration), O/o The AG(A&E) were the Guests of honour.  The open session commenced with rendering of invocation by Ms. G.S. Prabhamani.. The house was enthralled by soulful rendering of invocation song. The dignitaries led by President performed the traditional lighting of lamp.  President welcomed the guests and the audience. The Secretary in his brief report explained the aims and objectives of the Association.  He also thanked the Pr. AG (G&SSA), AG (E&RSA) and Pr. Director (Central Audit) for providing room for the Association office in Audit Bhavan. Ms. Nivedita Pr. AG inaugurating the open session expressed her happiness about the functioning of Association.   She assured that Administration will always do its best for the welfare of pensioners of the Department.  Shri R. Naresh AG (A&E) unveiled the logo for the Association.  The logo was designed by Shri Faruke Ahmed of Mia Communication husband of Ms. Mahajabeen Baig member of Association.  . Shri R. Naresh In his address appreciated the spirit of the members of the Association and wished all the best.  Dr.B.K. Mukherjee AG (E&RSA) greeting the members expressed full support to the activities of the Association. Shri RSA Rao Retired Pr. Accountant General and one of the senior member honoured in his speech recollected his experience in office.  The Association keeping its tradition of senior members who have completed/completing eighty years in the year of Annual General Body meeting, honoured 28 members who have completed/completing 80 years in the year 2018.  There was a festive mood and it looked like family get together. Many of the members had also come with their family members. It was pleasure for everyone to meet their old friends and colleagues and recollect the pleasant past and discuss their present activities. The AGM concluded at 1.30 PM with National Anthem. Sumptuous lunch was served to all.
