Pensioners’ Dhvani May 2020 Issue
The country is under lock down due to COVID-19.  In Lock down 3 rigour of the lock down is relaxed.  The Government offices are functioning with 33% staff.  The postal department is also working with depleted strength.  As a result delivery of post has not yet become normal.  It is being reported by many members that March 2020 issue of ‘Dhvani’ is being delivered in the month of May 2020.  Under these circumstances May 2020 issue of journal if published may not reach readers in time.  Therefore  it was decided not to publish May 2020 issue of the journal.   We hope we will be able to resume publication of journal from June 2020.   To keep the members updated about latest development this newsletter is being issued.  News Letter is being sent to all members having Mail ID and also will be posted in our website www.pensionersdhvani.blogspot.com.  
10th Anniversary Celebrations and Annual General Body Meeting will be held together
10th Anniversary celebrations of foundation of our Association scheduled for 9 May 2020 was postponed due to prevailing lockdown.  It has been decided to hold 10th Anniversary celebrations of foundation of Association along with Annul General Body meeting.  We hope we will be able to hold AGM as usual in the month of September 2020.  The release of Directory of members also stands postponed and will be released in the AGM.  The members who have not sent the photos and donation of Rs.200/ towards printing of directory may please send the same before end of July 2020.
Appeal for special fund for contributing to PM CARES fund/ CM Fund:
India is on war against COVID 19. The pandemic COVID-19 is spreading its wings all over the world.  Central Government to prevent spreading of virus in India has declared nationwide Lock Down  from 24 March 2020. The workers in organized sector have been asked to work from home.  Wherever it is not possible to work from home they are given paid holiday.   Out of the total workforce in India only 15 per cent are in organized sector. Workers in unorganised sector who constitute major part of work force are on daily wages working as construction workers, contract workers, hamalies and etc.  Most of them are not even having BPL card and mostly migrant workers from rural side. When lock down was declared these workers started moving to their places. The fear of spreading of virus was looming large.   To prevent such a catastrophe the Government is providing shelter and food to them by hiring Kalyan Mantaps.  The Government also has to spend huge amount to improve the health facilities and provide protection to health workers.  To meet exigencies of such situations and to provide relief to citizens the Government has set up Public Charitable Trust under the name “Prime Minister’s Citizen Assistance and Relief in Emergency Situations (PM CARES) Fund.  Our Association has made initial contribution of Rs.50,000/ on 30 March 2020 to this fund.  We wish to make further contribution to this fund as well as Karnataka CM fund also.  Therefore we appeal to all members to contribute minimum one day Pension or Rs.1000/ whichever is higher.  You can send contribution in the following manner.
Remittance can be made by any of the Following methods:
Ø  By drawing Cheque/Draft in favour of “Karnataka IA& AD Pensioners' Association”;
Ø  By crediting amount to our current account CA No 50 in AGOECB and intimate Association;
Ø  Our account in Karnataka Bank Vijayanagar Br. Bengaluru By crediting in any branch of Karnataka Bank or by fund transfer to our SB Ac. “Karnataka IA & AD Pensioners' Association” SB Ac No.1052500111461901; IFSC: KARB0000105
Ø  Send the counter foil of challan and details of remittances to Association, indicating it as donation for PM CARES Fund

In response to above appeal issued on 31-3-2020 as on 16-5-2020 we have received total   contributions of Rs.1,24,376 from following members. Please note that the list published below is not exhaustive.  Our bank pass book is not updated as bank is not updating pass book till it starts functioning with full strength.  The list is prepared based on messages received by Association through mail and phone.  If there are any discrepancies/ omissions please bring it the notice of Association either by message or mail.

1          Additional Director CGHS Bengaluru has empanelled “Mediclu Diagnostics & Speciality Centre (A unit of Vijayalakshmi Diagnostics Pvt Ltd), No. 79, Kendra Upadayara Layout, Nagaravi Circle Bengaluru-560072 as exclusive diagnostic Centre with effect from 13-04-2020.

Sub: Reimbursement of OPD Medicines: Special Sanction in view of COVID-19 – till 31st May 2020- regarding
In view of the Corona Virus Disease (COVID-19), all out efforts are made by the Government to contain its impact by instituting measures at community as well as at individual level.
2.         In this regard the undersigned is directed to draw attention to the Om of even number dated 27-3-2020 vide which an option has been provided to CGHS beneficiaries getting meodicines for chronic diseases to purchase medicines based on the prescription held (prescribed CGHS Medical Officers/CGHS specialists/other Govt. Specialists /specialists from empanelled hospitals) till 30th April 2020 irrespectve of Non-availability certificate from CGHS or otherwise.  However, several representation are recived in theMinistry seeking extension of the period in view of the continued lock down.
3.         The matter has been reviewed by the Ministry it is now decided that CGHS beneficiaries getting medicines for Chronic diseases shall be permitted to purchase medicines based on the prescription held (prescribed CGHS Medical Officers/CGHS specialists/other Govt. Specialists /specialists from empanelled hospitals) till 31st May 2020 on the same conditions as per the earlier OM dated 27-03-2020.  It is als clarified that CGHS wellness centres are functional and CGHS beneficiaries also have the option to collect medicines through CGHS wellness centres as per normal practice instead of purchasing from market.

Govt Freezes Dearness Allowance of Central Government Employees and Dearness Relief of Pensioners till July 2021 – However additional DA from January 2020 to June 2021 due will be subsumed in the DA for Central Government Employees from July 2021

Subject – Freezing of Dearness Allowance to Central Government Employees and Dearness Relief to Central Government Pensioners at current rates till July 2021.
The undersigned is directed to say that in view of the crisis arising out of COVID-19, it has been decided that the additional instalment of Dearness Allowance payable to Central Government Employees and Dearness Allowance to Central Government Pensioners, due from 1st January 2020 shall not be paid. The additional instalments of Dearness Allowance and Dearness Relief due from 1st July 2020 and 1st January 2021 shall also not be paid. However, Dearness Allowance and Dearness Relief at current rates will continue to be paid.
2. As and when the decision to release the future instalment of Dearness Allowance and Dearness Relief due from 1st July 2021 is taken by the Government, the rates of Dearness Allowance and Dearness Relief as effective from 1st January 2020, 1st July 2020 and 1st January 2021 will be restored prospectively and will be subsumed in the cumulative revised rate effective from 1st July 2021, No arrears for the period from 1st January 2020 till 30th June 2021 shall be paid.
3. These orders shall be applicable to all Central Government Employees and Central Government Pensioners

OBITUARY

MOHAMED SADATULLA KHAN (LM 189) expired on 19-04-2020.   He had retired on 31-07-2010 from O/o The Accountant General (A & E) as Assistant Accounts Officer.
